    Who and what are exposed to the hazards? Where are the vulnerable communities and how will they be impacted? What are the social and economic impacts of the hazards?

  • Assess Capabilities

    How does the community currently mitigate risk? What plans and procedures are in place? What technical, financial, legal, fiscal, and administrative mechanism are in place.

  • Identify Mitigation

    What can the community do to lesson the impacts? How does the risk assessment support mitigation? Which mitigation actions may be federally funded?
